Is Recruiting Part of HR? Recruiters may work with HR to fill positions, but they are not the same job. A recruiter's responsibility is to identify and source candidates for specific job openings. The role of HR is much broader; it encompasses many different aspects of employee management, from onboarding and training to conflict resolution and performance reviews. In many companies, recruiting will be a separate role from HR. It may also be outsourced to a third-party recruiter or staffing agency. However, in a small company where employees wear many hats, there may be no independent recruiter and the HR Manager, or another administrative professional, may take on the additional duties of a recruiter. The Human Resource Manager may work together with hiring managers to determine the job title, description, salary, and scope of an open role. They will give this information to the recruiter, who will source qualified candidates for the position. The recruiter may post job ads on job boards or social media, respond to applications, reach out to their network of contacts, conduct phone screenings, and schedule interviews. The recruiter does not make hiring decisions and their work is done when the role is filled. In contrast, HR's work starts when an employee is hired.
